Red Hill, Three Years Later: What November Taught Us About Water Safety in Hawaiʻi

Three years have passed since the jet fuel spill at Red Hill contaminated drinking water for thousands of Oʻahu residents. This November, a flurry of public meetings, reports, and reflections made it clear: the crisis isn’t over — but neither is the community’s determination to hold systems accountable and protect Hawaiʻi’s aquifer.

The Shutdown is Underway — But Slow and Scrutinized

The Navy continues the complex process of defueling and closing the Red Hill Bulk Fuel Storage Facility. As of late November, officials confirmed the shutdown remains “ongoing,” frustrating residents and water advocates concerned about continued risks to the aquifer.

In this Hawaii News Now video report (Nov. 21), the Navy’s progress is examined alongside lingering health and safety concerns. And in a KITV News feature, reporters reflect on the scope of the original crisis and what’s changed — or hasn’t — three years later.

Reports Confirm What Many Suspected

Several high-profile reports were released this month, including one from the Department of Defense’s Inspector General and another from the Government Accountability Office (GAO).

These documents outlined multiple, deep-rooted failures: poor recordkeeping, an inadequate emergency response system, and systemic mismanagement of a fuel facility located above Oʻahu’s primary water source.

According to Stars and Stripes, Navy contractors played pivotal — and questionable — roles in the lead-up to the spill, raising even more questions about accountability.

A KITV report from November 15 and a Hawaii News Now piece both emphasized how these new findings back up long-standing concerns raised by water protectors.

Community Members and Whistleblowers Speak Out

Community forums and public meetings gave a platform to whistleblowers and concerned residents. In a November 18 interview with Hawaiʻi Public Radio, one whistleblower described feeling “vindicated” by the reports, though deeply troubled that warnings were ignored for so long.

Meanwhile, the University of Hawaiʻi is working with affected community members to build a Red Hill Registry — a federally funded program designed to monitor the long-term health effects of the spill.

Meetings like the CRI Stakeholder Meeting (Oct. 17) and the Board of Water Supply’s Advisory Group Sessionprovided space for residents to express concerns directly to government and military officials.

Healing Requires Trust — and That’s Still Missing

Public trust remains shaky. In a letter published in the Honolulu Star-Advertiser, a local resident summed up a common feeling: “The Navy can’t be trusted on Hawaiʻi’s water and aquifer issues.”

During the Water Commission’s November 19 meeting, leaders from the DLNR and the Board of Water Supply reinforced the need for stronger regulations and independent oversight moving forward.

The Navy’s own video titled “Reflecting on Red Hill” acknowledged the gravity of the situation — but many feel that words are not enough.

What’s Next?

The Red Hill shutdown continues. The Red Hill Registry is underway. Investigations are ongoing. But for many residents, it’s not just about what’s being done — it’s about who’s being held accountable, and whether future generations will be safer.

As Responsible Statecraft points out, the fallout is far from over, and the need for long-term solutions grows by the day.

Water is life. And in Hawaiʻi, where fresh water flows from sacred underground aquifers, the stakes couldn’t be higher. November’s coverage proved that while reports may reveal the truth, it’s people — whistleblowers, water commissioners, scientists, aunties, and students — who will keep the fight alive.

Let’s keep listening. Let’s keep asking questions. And let’s keep the water clean.
